The first 10 locos were built by ASEA in Sweden under a £3.6 million contract that was signed in April 1964, and were effectively an enlarged version of the Swedish Rb1 class (two prototype locos built by AB Svenska Järnvägsverkstäderna in 1962). These arrived in Romania in 1965/66, and were numbered 060-EA-001 to 060-EA-009 (120 km/h locos) and 060-EB-001 (a 160 km/h machine with thyristor and regenerative braking technology).
A further 1,067 of these 7,350 hp, 120-ton Co-Cos were built under licence in Romania, at the Electroputere works in Craiova, between 1966 and 1991.
